The Turkish-German Energy Partnership

The Turkish-German Energy Partnership strengthens ties between Germany and Türkiye to support the energy transition and to tackle climate change. Renewable energy, energy efficiency, flexibility and the development of energy markets are crucial to reducing greenhouse gas emissions.

We provide a forum for the exchange of knowledge between policymakers, businesses, science and civil society where stakeholders and ideas for the transformation of the energy system come together.

Share of renewable energy in electricity generation

Renewable electricity generation is vital for ensuring a successful energy transition. Renewable energies represent an increasingly high share of Türkiye's and Germany's energy sources. While hydropower is the main source of renewable energy in Türkiye, wind power has the highest share in Germany.

Total final energy consumption

Reducing final energy consumption is important for reducing carbon emissions. Energy consumption is linked to economic development but it can be decoupled by improving energy efficiency.

CO2 - emissions

Efficiency improvements and high shares of renewable energy contribute to decoupling economic growth from CO2 emissions. Germany’s CO2 emissions are higher than those of Türkiye and are declining, while Türkiye’s emissions are lower but are increasing with its economic development. The energy transition provides an opportunity for sustained economic growth without further increases in carbon emissions.

Since 2012, the Turkish-German Energy Forum has been supporting the exchange of knowledge and ideas between policymakers, businesses, science and civil society, bringing together people and ideas to support the transformation of the energy system. The cooperation has intensified since 2018 and now encompasses five working groups.

Release Event: Handbook on Planning and Operation of an E-Mobility Infrastructure

Additional load increases on electricity grids are highly likely as the number of electric vehicles grows. This is a challenging task for DSOs, as it requires new methods for both grid planning and grid operation. The release event will present a handbook outlining best practice examples and guidelines for integrating EVs.

The Turkish-German Energy Forum on 2 June 2021 brought together 450 stakeholders from politics, industry, science and civil society to discuss the transformation of the energy system in Türkiye and Germany, and to explore further opportunities for collaboration.

2nd Turkish-German Energy Forum

The second Turkish-German Energy Forum was held on 26 October 2018 in Ankara. With the signing of a Letter of Intent by the energy ministers of both countries, it launched a closer collaboration on energy and the transformation of the energy system in Germany and Türkiye.

Five Working Groups

Working Group 1: Renewable Energy

Increasing renewable energy generation is the core task of the energy transition. To reach climate neutrality, almost all energy has to come from renewable sources. Türkiye and Germany both already have a high share of electricity from renewable sources and a high potential for further expansion. In Türkiye, the conditions for solar energy, wind, as well as geothermal-, and hydropower are especially favourable.

Working Group 2: Energy Efficiency

The efficient use of energy decreases costs and facilitates the decoupling of economic growth from CO2 emissions. Therefore, it plays an important role in decreasing CO2 emissions and fighting climate change. Efficiency gains require smart concepts and sustained investments in buildings, infrastructure and production facilities by the government, businesses, and private citizens. The working group explores how instruments and support mechanisms can incentivise further investment in energy efficiency.

Working Group 3: Energy Infrastructure and Sector Coupling

A successful energy transition in all sectors requires the interconnection of energy generation, industry, mobility and buildings. To make this possible, the energy system and its infrastructure have to change: Flexibility has to be increased, e.g. with storage systems or by using demand-side flexibility; charging stations for electric vehicles have to be integrated into the system; hydrogen will function as a link between the sectors.

Working Group 4: Regulation of Electricity and Gas Markets

Energy markets allocate resources and efficiently match supply and demand. Market design and regulations have a major impact on the efficiency of the market and investment decisions. A well-designed market contributes to the integration of large numbers of small generation facilities, low prices and security of supply. A better understanding of the respective domestic markets also helps businesses in both countries identify business opportunities.

Working Group 5: Flexibility of Existing Thermal Power Plants

Since electricity supply and demand must be balanced at all times, a rising share of variable renewable energy requires energy system flexibility. Existing thermal power plants constitute an important source of flexibility. Therefore, the flexible operation of these plants is key for the efficient system integration of variable renewable energy.
